For story dogs we should run animal birth control program as stray dogs are in lage numbers and to Remove them from society large numbers of shelter house will be required it will take huge space man power and sufficient amount of food for dogs another way to solve problems is concerned government of each state should run animal birth control program this will reduce number of stray dog population gradually and animal activists will not protest against government or court.
